Director of National Intelligence Tulsi Gabbard on June 12, 2026, revealed evidence showing U.S. government funding for more than 120 biological laboratories in over 30 countries. The labs include 25 to 30 facilities in Ukraine, some of which house dangerous pathogens, officials said.
The Intelligence Community has previously warned that a U.S.-funded lab in Ukraine stored pathogens that could be at risk of Russian attack or seizure during the ongoing war, according to reports. The ODNI stated that the information about the labs had been withheld from the public, and those who questioned the labs’ existence were accused of being foreign assets. [1][2][3][4]
The newly declassified material indicates that many of the U.S.-funded biolabs have conducted research with hazardous and highly contagious pathogens, including gain-of-function research, according to reports. Gain-of-function research involves modifying viruses to make them more transmissible or deadly. President Donald Trump earlier signed an executive order to end federal funding of gain-of-function research worldwide, a move described as addressing the threat such research poses to public health, according to [5]. DNI Gabbard accused politicians, health professionals, and Biden administration officials of lying to the American people about the existence of these labs and threatening those who attempted to expose the truth, according to the press release. The ODNI stated that the information about the labs’ existence, history, locations, and funding had been intentionally covered up by people falsely claiming the labs did not exist. Gabbard has previously ordered the declassification of other documents, such as the Biden administration’s domestic surveillance and censorship blueprint, according to [8]. “Despite the obvious potential for catastrophic global impact, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people,” Gabbard said in the press release, as paraphrased in reports. Gabbard issued new guidance to the Intelligence Community directing increased collection on these laboratories, which is already providing details on clinical trials at the facilities, raising ethical, financial, and security concerns, according to the release.
